BR-KSA-41Seller group VAT registration number is empty
This rule was retired in rule pack 2.0.0: ZATCA's SDK 3.4.8 no longer includes the assertion it mirrored, so Mutabiq no longer reports it. Reports produced by earlier rule packs may still name it; the explanations below are kept for them.
What kind of value was found — empty, not_15_digits and the like — never the value itself.
Seller group VAT registration number is empty
Reported asemptypresent but empty
What is wrong
The seller carries a cbc:CompanyID whose schemeID is HQ - the group VAT registration number (KSA-18) - and it holds no value. ZATCA requires that number to be 15 digits beginning and ending with 3 with 1 as its eleventh digit, under BR-KSA-41, and an empty value fails that test. The element being present is what brings the rule into play, so writing it empty is worse than not writing it at all.
What to check in your ERP
The HQ-schemed CompanyID is for a seller that is a member of a VAT group and should carry the group's registration number. If the issuing entity is not in a VAT group, remove the element rather than leaving it empty - it is not required, and an empty one is a rejection. If it is, check the group registration number held against the entity; this is a different number from the entity's own VAT registration in the plain CompanyID beside it.
Seller group VAT registration number is not 15 digits
Reported asnot_15_digitsnot fifteen digits
What is wrong
The seller's group VAT registration number (KSA-18), the cbc:CompanyID whose schemeID is HQ, is not exactly 15 digits. ZATCA rejects it under BR-KSA-41, which requires 15 digits and nothing else - too few, too many, or any character that is not a digit all fail the same test.
What to check in your ERP
Send the 15 digits alone: no spaces, no dashes, no VAT or SA prefix. Check as well that this field holds the group's number and not the entity's own - the two are different registrations and both are 15 digits, so a swap does not show up as a length problem here but will elsewhere. The entity's own number goes in the CompanyID without a schemeID of HQ.
Seller group VAT registration number does not begin with 3
Reported asfirst_digit_not_3does not begin with 3
What is wrong
The seller's group VAT registration number (KSA-18), the cbc:CompanyID whose schemeID is HQ, is 15 digits but does not begin with 3. Every Saudi VAT registration number does, group registrations included, and ZATCA rejects one that does not under BR-KSA-41.
What to check in your ERP
A 15-digit number starting with something else is usually a different identifier mapped into this field - a commercial registration, or the group's internal reference rather than its VAT registration. Check the group VAT registration number recorded against the entity in your system, and confirm the export is reading that field and not the one beside it.
Seller group VAT registration number does not end with 3
Reported aslast_digit_not_3does not end with 3
What is wrong
The seller's group VAT registration number (KSA-18), the cbc:CompanyID whose schemeID is HQ, is 15 digits but does not end with 3. Every Saudi VAT registration number does, group registrations included, and ZATCA rejects one that does not under BR-KSA-41.
What to check in your ERP
The last digit is the one most often lost on the way out: a value truncated to 14 digits and padded, or a number copied from a document that wrapped. Compare the value in the export with the group's registration certificate digit by digit.
Seller group VAT registration number does not have 1 as its eleventh digit
Reported aseleventh_digit_not_1the eleventh digit is not 1
What is wrong
The seller's group VAT registration number (KSA-18), the cbc:CompanyID whose schemeID is HQ, is 15 digits beginning and ending with 3, but its eleventh digit is not 1. That digit is what distinguishes a VAT group registration from an ordinary one, and ZATCA rejects an HQ-schemed number without it under BR-KSA-41. The length and the ends are right, so this is not a formatting problem: it is the wrong kind of number.
What to check in your ERP
Almost always the entity's own VAT registration number has been written into the HQ-schemed field instead of the group's. They are both 15 digits beginning and ending with 3, so nothing else about them looks different - the eleventh digit is the only visible difference and it is the one this rule reads. Check which of the two your export is mapping into the HQ CompanyID. If the entity is not in a VAT group, the element should not be there at all.
